CLS started as a joint venture partnership between Black & McDonald and Kansas City Power & Light, providing design, construction and maintenance of street lighting solutions in the US. In 1997, CLS signed a four-year contract with the Kansas City municipal government for the upgrading and maintenance of 40,000 existing lights and the installation of an additional 32,000 street lights. Since 1997, CLS has expanded its operations to Salt Lake City, Utah.

In 2000, Kansas City Power & Light wished to divest of their investment in CLS. Black & McDonald Limited seized this opportunity to consolidate its ownership position in the company to 100%. Today, CLS is now positioned in the United States Market as a major player in the outdoor lighting installation and maintenance infrastructure market.
